There are two trains of thought about Palmer. Either you believe it is the culture of the Bengals that has caused him to be awful or he has never been the same since his knee was destroy in the playoffs by the Steelers.
I tend to believe the latter.

Regardless of what the Bengals want to do, Palmer reportedly is done with the Bengals.
Chris Mortensen of ESPN reports that Palmer will ask the Bengals to trade him. Per Mort, Palmer is willing to play the “retirement” card in order to be traded to a team for which he’d like to play.
The retirement card never works.
In general I would tell the team to just stand their ground, but I honestly think the Bengals need a fresh start and if they can swindle some picks out of a team I would do it.
It was a decent run with Palmer under the controls, but it is time to move on.
