I think it is either photoshopped or temporary tattoo.  Larry Brown Sports, who provides us with the photo, believes that maybe the case as well, but points out that Manziel was close to signing with the Longhorns, before heading to College Station.

Either way, it will increase the legend that is Johnny Football and annoy a bunch of crazy Texas A&M fans.
