There is nothing in the CBA that says you can suspend someone for being a racist or uttering racial slurs. The Eagles fined him, but that was pretty much the best they could do without the player’s union getting involved.
The reason I don’t think he should be suspended is simple. Just because he is white doesn’t make the word more/less vulgar. If you suspend Cooper, I want everyone suspended who utters that word publicly, because it is an evil hurtful word.
Roger Goodell just said on ESPN Radio that the NFL will not be taking action against Riley Cooper. Also said Cooper will undergo training.

Goodell also said that the league wouldn't punish a player if the club already did, which suggests the Eagles consulted with him.

The counseling part frankly is just PR. You are who you are, only Riley Cooper knows deep down what type of person he is.
