Seems like the Browns are trying to prepare for a season without their star wide receiver Josh Gordon, who is expected to be suspended for the entire year after testing positive for marijuana.
So they signed former Cowboys Miles Austin.

Austin spent 8 seasons with the Cowboys where he was a 2-time Pro Bowler and the NFC Receiving Yards Leader in 2009. The end of his tenure in Dallas was plagued by injuries and disappointing numbers. He finished the season with 244 receiving yards, his fewest since his second year in the league. With Dez Bryant emerging as the top wide receiver and Terrance Williams playing well in his absence it was only a matter of time before the Cowboys released him.
Maybe this is the fresh start that he needs. With Josh Gordon out of the equation this could be a great opportunity for him to become a top wide receiver again.
