In other words, the signed binding agreement btwn the Sterling family trust & Ballmer for $2b does not need another sign-off from Donald.

Who knows what happened between now and the original LA Times report, but as of right now the Sterling family has signed off, and they don’t need his signature. Lets see what Donald has to say though.
