This is starting to get strange. Just days after announcing that Brian Hoyer would be the starting QB (for now), Browns Head Coach Mike Pettine is leaving the door open for the team to utilize a 2-QB system:
Coach Pettine on QB's: "We could potentially look at a 2 QB system down the road"

Browns HC Mike Pettine just told us on @SiriusXMNFL that a "Manziel package" is "on the table". Could help team & JFF.

I am starting to question whether he knows what he is doing or how to handle this situation at all. The team clearly need strong direction either way so they could get in sync as an offense. We all saw what happened in their last preseason game when both QBs were used. Pick a starter coach and go “wreck this league”
