Money? Just to keep active? Trying to stay out of trouble? The injury risk in my opinion is too great to play in Canada, but it appears he is considering it.

According to @JimLangSports the Ricky Williams rule would prevent Josh Gordon from playing. The rule prohibits CFL teams from signing suspended NFL Players, but technically Josh Gordon suspension is a banishment since he has to apply for reinstatement, so maybe there is a loophole.
*UPDATE*
No loopholes.
CFL official says league rules prohibit a suspended player like Josh Gordon who is under contract from playing in CFL. @ESPNNFL

Via @alexmarvez, who is currently tied up, the Browns aren't planning to grant Josh Gordon permission to play in the CFL.
