Looks like Virginia Tech isn’t the only school that is looking into a system that would result in them being able to fine players from their cost-of-attendance money.
Tommy Tuberville confirmed that he would consider withholding portions of a player’s COA check for disciplinary issues.

This is a very slippery slope that the schools and the NCAA are walking. For the longest they have been adamant that student-athletes are not professionals or employees of the school, yet here you are trying to tax their pockets.
Overall, this just doesn’t seem like a wise decision, as schools will be able to use it against them in recruiting because all schools don’t have full cost of attendance scholarships implemented.
We will see where this whole thing goes, but I don’t think this a Pandora’s box that schools want to open.
