The Raiders to Las Vegas might not seem as far-fetched as it sounds. The Las Vegas Sands have proposed a $1.2 billion stadium that would put them basically on the Las Vegas Strip. Mark Davis met with the big shots from the Sands:

The talk isn’t going away and NFL Commissioner Roger Goodell addressed his stance on the potential for the Las Vegas Raiders. From The Rich Eisen Show:
“Ultimately, it’s the ownership’s decision,” Goodell said. “It requires 24 of the 32 owners to approve any relocation to any market. Obviously, there are specific issues that would need to discuss in the context of Las Vegas. I think it’s way premature at this point to be speculating on that. There’s no proposals. There’s nothing firm in anyway. I think this is something that at some point may come up, but at this point, we’re not focused on that.”
So what all of that means is that he didn’t out and out shut it down. He didn’t close the door but he didn’t leave it all the way open either. Which at this stage of the project is the only appropriate reaction from the head man of the NFL.
