This is a tricky one because it isn’t like Kaepernick has set the world on fire as a quarterback, so we don’t know if it would be performance based or because of him speaking out about the racial injustice in America.

It could be a little of both.
The 49ers owe him $12 million regardless if he is on the team or not because that is the way his contract is structure. So, if they let him loose it would appear to me they rather pay him to just not be around because it isn’t like they have a solid QB situation.
Teams do not like to keep distractions (no matter what the issue is) if they don’t feel the talent is worth it.
That is why Kaepernick speaking on this now was always going to be a risk not to just his roster spot in San Francisco but his NFL future.
Every owner in the league is white and Kaepernick is speaking about black oppression, that may get him blackballed from league.
