The rule is simple; if you have been arrested, you aren’t invited to the combine. Mayfield tried to run from the cops, was tackled and arrested.

Oklahoma quarterback Baker Mayfield will not be disqualified from participating in this year’s NFL scouting combine because of his arrest in February, a league spokesman said Wednesday.
In recent years, per NFL policy, some players who had off-field legal issues were not invited to participate. Bengals running back Joe Mixon was the most high-profile case last year.
Mayfield was arrested Feb. 25 in Fayetteville, Arkansas. He was charged with public intoxication, disorderly conduct, fleeing and resisting arrest.
It just shows you in the end how privilege works. I doubt if that was Lamar Jackson if the rule would have been bent for him.
