I forgot this is Pittsburgh Steelers fans we are talking about, so I have to expand on an obvious thought. Watch the play objectively. As the ball is tipped all of the Steelers on the play stop. Except for Clark who can clearly see that the ball is going to the ground. He proceeds to take two steps and launch himself into Welker. Now it was not helmet to helmet. He definitely hit him with his shoulder, but was it necessary? No. Was it a cheap shot? Yes. Was Clark trying to send a message to the Patriots? Of course.
Should it have been a penalty? Yes. Fine? That is questionable because he didn't lead with the head, so I would say no the penalty was enough.
Now that is an objective unbiased view of the play. I would suggest you try to do the same.

This most certainly was not a cheap shot--Clark led with his shoulder, not his helmet, and had the ball not been tipped Clark and the ball would've arrived at about the same time. Even with the ball being tipped, it was still fluttering through the air when Clark delivered the blow.
That said, the personal foul call was correct. Welker WAS defenseless, he had no chance to catch the ball (it was well behind him) and he'd pulled up. Of course there was no way for Clark to know all that, as he was barreling down on Welker with very bad intentions.
Just one of those things that happens in the fast and delightfully ultra-violent NFL. Kudos to Welker for not being killed outright on the spot. 'Cause he got JACKED UP.
