This most certainly was not a cheap shot--Clark led with his shoulder, not his helmet, and had the ball not been tipped Clark and the ball would've arrived at about the same time. Even with the ball being tipped, it was still fluttering through the air when Clark delivered the blow.

That said, the personal foul call was correct. Welker WAS defenseless, he had no chance to catch the ball (it was well behind him) and he'd pulled up. Of course there was no way for Clark to know all that, as he was barreling down on Welker with very bad intentions.

Just one of those things that happens in the fast and delightfully ultra-violent NFL. Kudos to Welker for not being killed outright on the spot. 'Cause he got JACKED UP.

If the ball hasn't hit the ground, isn't the play still on? If the ball is still traveling toward the receiver after being tipped, the safety has an obligation to his team to play to the whistle.
