DC reporter Dianna Marie Russini said in the tweet above pretty clearly that Cousins wanted to be traded and then followed it up with quotes confirming.
When I asked Cousins if I could go on the record with his desire for a trade if RG3 is named starter "Isn't it obvious I couldn't stay here"

What probably happened was Cousins was saying he wanted out, without actually saying it and the reporter just put the words in his mouth. It is pretty clear he doesn’t want to be there if RG3 is named starter.
