I’m not sure how much weight this carries, but according to Adam Schefter, the people in charge of the huge donations and cash (boosters) have been made aware that a deal for Harbaugh is finished.
Michigan has told its biggest boosters a deal for Jim Harbaugh is done and a press conference is scheduled for Tuesday, per sources.

Harbaugh is scheduled to speak with the Raiders on Monday, but that now seems to be just a courtesy call.
