There was no vote.
The NFL just did this without the approval of all the owners, the reason being some owners weren’t comfortable with it, but they decided to do go through with it anyway because they are deathly afraid of Trump.
Trump still isn’t satisfied and wants black players kicked out of the country who don’t stand for anthem.
As I just said on @OTLonESPN sources in the room told me there was no official vote for the anthem resolution. League execs polled owners and knew how they’d vote but didn’t hold an official vote, atypical for such a major resolution.

You can’t be surprised by this, the NFL wanted so badly to appease Trump they were going to do it by any means necessary. There was some fear if there was a vote it wouldn’t pass and Goodell wasn’t going to let that happen.
