If we are being 100% honest, assuming Canelo was to beat Cotto, there is a lot more money to be made and less risk to be taken in him fighting Manny Pacquiao as opposed fighting GGG.
Now, Canelo isn’t one to back down from anyone, but he does work for a promoter and it seems like Oscar De La Hoya after seeing GGG in person is trying to steer Canelo away from him.
Still a long shot, but it has been discussed.
Arum says he's had discussions with @OscarDeLaHoya about a Pacquiao-@Canelo fight but Arum doesn't like the idea.

Arum on Pacquiao-@Canelo: "I'm not advocating it. Canelo could weigh 170 on fight night. That's just looking for trouble."

It is another situation where the same concerns people should have had for Mayweather fighting Canelo, they seem to give Pacquiao a pass for.
Mayweather eventually did fight Canelo and schooled him.
