Another day, another police-involved fatality at the hands of those that are supposed to protect and serve. 50-year-old Joseph Mann was gunned down on July 11 after Sacramento police attempted to first run him over.
Dashcam footage showed Sacramento police officers, Randy Lozoya and John Tennis pursuing Mann, who is homeless and mentally ill, in their patrol car. In audio from the footage, an officer can be heard spewing statements such as saying, “F**k this guy”; “I’m gonna hit him”; and “OK, go for it.”
In disturbing footage, Mann dodged the car twice before police pursued him on foot and shot him 14 times, killing him. Police were responding to a call that Mann was acting erratically. Mann told officers he didn’t have a gun but did not comply with officer commands. After yelling threats at the police, Mann threw a thermos at the patrol car and kept walking, not dropping the 4-inch knife he was carrying.
