It is a superhero TV show so I am going to cut him some slack.
It is possible he is just a Winter Solider fan.
I think it is reasonable for anyone dealing with Bucky to have a fail-safe, no one knows really knows what is going on in his head and Bucky himself has said he is crazy.
It was wild though to see how people came to the Dora Milaj’s defense.
As someone rightfully mentioned, Tony Start did this to Peter Parker, and if he would have done it to some of his other tech they might haven’t had to deal with a lot of things they dealt with.
