With the LeBron James and Carmelo Anthony dominoes expected to fall any minute (hour, day, month?) now, teams are starting to make moves on the second tier of free agents. One such team is the Dallas Mavericks, who are looking to scoop up restricted free agent Chandler Parsons while the Houston Rockets wait on decisions from the All-Star free agents.
The Rockets have are confident they will be able to land Chris Bosh, so it seems they will be letting Parsons walk. According to Adrian Wojnarowski of Yahoo! Sports, Houston has engaged Dallas in sign and trade talks to ensure they don’t lose a young potential All-Star like Parsons for nothing.
Dallas and Houston are discussing sign-and-trade scenarios for Chandler Parsons, league sources tell Yahoo. Offer sheet hasn't been signed.

Until Dallas delivers signed offer sheet to Houston, a sign-and-trade is possible for Chandler Parsons. Teams are discussing deals now.

Woj originally stated that Parsons had not yet signed the offer sheet (despite pics of him seeming to do so in a club with Mark Cuban, seriously), but gave this update shortly after.
Parsons offer sheet was signed, just hasn't been delivered to the Rockets yet.

It will be interesting to see what pieces Houston is looking to bring in from Dallas. With Bosh likely taking all of their cap space, the team will not be able to bring in a small forward like Luol Deng or Trevor Ariza. This has lead to some speculation that the Rockets are looking to take back Shawn Marion in a deal with the Mavs.
Either way, the floodgates of free agency will be opening very soon.
