Two Galveston Texas Police officers who happened to be riding horses dragged a black man named, Donald Neely by a rope in the middle of traffic for an apparent trespassing charge.
Due to the image circulating around social media pages on Saturday, a Galveston Police Chief was forced to issue an apology on the incident.
Reportedly, the two officers were taking the man to a patrol unit versus waiting on a patrol unit nearby. The two officers tied a rope to the handcuffed man and paraded him for several blocks to a waiting patrol unit nearby.
The Police issued a statement that stated,
“this is a trained technique and best practice scenario, such as crowd control. Nevertheless, the officers showed poor judgment in this instance and could have waited for a transport unit at the location of arrest.”
The Chief further states, the policy for this technique has immediately changed.
A theory to why the policy has sudden changed in my opinion is due to the backlash this story has received. Is it just me or does this seem too much like the 50’s and 60’s? Why did the police officers feel the need to carry a black man by a damn rope, while they are on horses to a nearby patrol unit, when they could have waited for a unit to come to pick up Mr. Neely? It seems these instances only occur when the opposing party is caught red-handed committing the act.
Mr. Neely is no longer in police custody and is free on bond according to yahoo news.
