There is a lot going on here.
The first part of the video is a bunch of women twerking in the street during Spring Break on South Beach. Then you see a man running across the screen with the speed of the Flash followed by two men who look like waiters.
Eventually, they chase down the man who gets away a couple of times before falling a couple of times. The whole time this is going on the twerk session is still happening.
The guy is dragged back to a restaurant that he apparently tried to skip out on a bill on.
It looks like this is happening often in South Beach, people are running up $1k bills and then skipping out on them.
The city has issued a state of emergency because there is too much going on.
