An undercover police officer in San Francisco has been charged with paying for an X-rated act at a local massage parlor, but he maintained that the visit was all a part of a police sting.
Illegal prostitution was allegedly occurring at the Richmond Serenity Spa in June 2025, according to an alleged undercover operation conducted by San Francisco Police Department Sgt. Robert Glenn.
The proprietors of the spa, Jing Huang and Liyan Wang, have appealed the city’s decision to suspend their massage license for five years. They have questioned the purported sting and accused Glenn of “outrageous” behavior.
According to a police report that The California Post was able to obtain, Glenn participated in an undercover operation in 2025 “to see if there was illegal prostitution taking place” at the spa.
According to the complaint, Glenn stated he went into the spa, requested a massage, was informed it would cost $50, and then went back to a room to wait for his masseuse.
He claimed that after asking the masseuse if it was appropriate for him to undress, she told him to do so. He described how she started the treatment while he lay naked on the massage table beneath a cover.
Glenn claimed that the masseuse asked him to turn over to the front at one point, indicating that she would give him a hand job. According to the report, she agreed when he asked how much and promised to pay an additional $60.
He stated he stopped her, handed her “the $50 remaining dollars,” and walked away when she went to get oil and came back to begin giving him a hand job.
Glenn claimed that both the entire incident and the operation’s photos were captured on camera.
The spa was fined $7,500 administratively by the Department of Public Health (DPH) in July “for solicitation of lewd conduct or prostitution and engaging in lewd conduct or performing sex acts.”
