This is partially true, a fight with Mayweather would help Pacquiao get out of his tax debt quicker than Pacquiao fighting Tim Bradley.
Mayweather once again says no fight will happen until Bob Arum is out of the picture. Here are the quotes via Fight Hype.

I don’t know what their relationship is, but I’m not doing business with Bob Arum.”
He goes on to break why he has such a bad relationship with Arum. So, it appears if Pacquiao wants the fight he can’t re-sign in 2015.
