In general, I understand the reasoning.
It is about TOYS.
Which in reality means it is about money, they don’t want people trying to cancel Batman for giving a little loving to Catwoman. The problem with the premise is the age group that are buying the toys certainly shouldn’t be watching the Harley Quinn cartoon.
That is not for children.
Furthermore, in the 100 Batman comics that are out there, he is doing a lot worse than giving his girlfriend pleasure.
This quote has the internet going nuts, no pun intended.

It’s hard to sell a toy if Batman is also going down on someone.’”
I clearly recall Batman having relations with Batgirl on a rooftop which she was his adopted son Dick Grayson aka Robin aka Nightwing’s girlfriend.
Also, there was a scene in another animated movie where Harley Quinn didn’t ask Dick’s permission before doing what she was going to do.
So, in the end, they have probably made it a bigger deal by asking to take it out.
